A Study of the Achievement of the Project of the Five Precepts Village in 1th - 2rd Phases in Mae Sai, Chiang Rrai Province

Abstract

This study aimed to (1) study the implementation of the Village of the Five Precepts Project, to (2) investigate the factors affecting the implementation of the project, and to (3) analyze the achievement of the implementation of the project and the promotion of community reconciliation. 

This is a documentary and qualitative research. Three groups of participants in this study were (1) staffs of Chiangrai Provincial of Buddhism and Mae Sai district, (2) people in Mae Sai community Chiangrai and administrators of educational institutions in the area of Mae Sai district.

The survey and data collection were conducted by an in-depth interview. The data analysis and conclusion were carried out by taking documents and interview into the analysis, compiling and then, findings were systematized and presented in the descriptive and descriptive form.

 

 

Findings were as follows:

1) Implementation of the Village of the Five Precepts Project

The implementation of reconciliation projects by using Buddhist principles. "Five Precepts Observation” in Chiangrai has already implemented in two steps:                

Phase 1: June-August 2014 Sangha in Chiangrai  has given the policy of the project from  an idea initiated by  Somdet Phra Maha Ratchamangalacharn, then announced the policy to push the project, appointed  the project steering committee, and  implemented the project by recruiting participants.

Phase 2: October 2014-September 2015 Organize the activities of the project

2) Factors affecting the implementation of the project

2.1 Contextual factors of the project consist of society by which each the president of each community and community committee encourage the community to create to raise awareness of sacrifice to the public with being leadership in community activities under the project of five precepts observation by the cooperation among village, school, and temple (Bowon)

2.2 Factors for management of the project:

It consists of the steering committee of three sub-districts that is an adjustment of opinion on attitudes towards the preservation of the precepts because the public misunderstood about the operation that one must observe all five precepts and as a result, people do not dare to join the project.

3)   The achievement of the implementation of the  project and the promotion of community reconciliation:

3.1 For an accomplishment of the project management, Chiangrai province has appointed the project steering committee at the provincial, district and sub-district level according to the designated form in which the authority is clearly defined.

3.2 For an accomplishment of the project management, it consists of project management process with planning organization, coordination, control and reporting of performance with policy announcements at the provincial, district and sub-district level to drive the project along with public relations to all sectors with the process of being informed to monitor and evaluate the project.

3.3 For an accomplishment of project campaign in carrying on the project, it consists of participants where at the provincial level was 67.11%, 54.00% at the Maesai sub-district level, 69.57%, in Pong Ngam sub-district 89.59%, and 92.46 % in Koh Chang in comparison with the Buddhist population and at the sub-district level in the phase 2.

3.4 In an achievement in the context of the project, contextual achievement of the project was due to   economic, social, and cultural factors with the participation of the community, village, temple, and school.

3.5 For an achievement in terms of community’s participation,

The achievement was achieved by creating the participation of children and youths implemented by a large number of participating schools in every village. The focus was on students to practice in charity, precepts observation, prayer and moral training, the announcement to be Buddhist including meditation camp with the belief of the Sangha that these children and youths will be good citizens of the country.

3.6 In an achievement of the project in comparison with the objectives and goals of the project, the operation of the project was carried out in accordance with the intended purpose by evaluating the activity through the traditions of each area with an increase of attendees, when it was compared to the Buddhist population, there was 83.84 percent of participants in the three sub-districts and this goal was achieved.
