Abstract


ABSTRACT

                   This study aimed at; 1) analyzing desirable characteristics of administrators of Pa-Sak Sub-district Administrative Organization according to the opinions of people in Pa-Sak Sub-district Administrative Organization of Pa-Sak sub-district, Mueang Lamphun district; 2) comparing opinions of people divided by personal factors towards desirable characteristics of the administrators of Pa-Sak Sub-district Administrative Organization, Mueang Lamphun district, Lamphun province;              3) analyzing problems and solutions resulted from desirable characteristics of the administrators of Pa-Sak Sub-district Administrative Organization, Mueang Lamphun district, Lamphun province; 4) analyzing guide for applying the Buddha guideline for administrators to develop desirable characteristics of administrators for people in Pa-Sak Sub-district Administrative Organization, Mueang Lamphun district. Population and samples used for this mixed research methods were 12,945 people in Pa-Sak sub-district, Mueang Lamphun district who had rights to vote. Samples were drawn from the proportional multi-stage random sampling method. Following to the procedure, 400 samples were found by the formula of Taro Yamane. Data were collected by using questionnaires and analyzed by the software package for social research to find the frequency, percentage, mean and standard deviation for the description of general information. Furthermore, the hypothesis was tested by performing T-test and F-test using one way analysis of variance. When the differences were found, they were tested in pairs by the least significant difference (LSD) method. In terms of open end questions showing problems and suggestions, the researcher grouped them according to the aspects specified in the open end questionnaire. After that, analysis was carried out by using the frequency distributions and data from the interviews. The researcher also organized main points of data from the interviews into groups, and then analyzed the content.

 

The research revealed that

          1. The desirable characteristics of the administrators of Pa-Sak Sub-district Administrative Organization, Mueang Lamphun district, Lamphun province were divided into the administration, leadership, ethics, and personality. They were generally found at medium level ( = 3.08)

          2. The comparison on opinions of people toward desirable characteristics of the administrators of Pa-Sak Sub-district Administrative Organization, Mueang Lamphun district, Lamphun province, divided by personal factors which were sex, age, educational level, occupation, and family’s personal income, it was found that people who had same sex and age had different opinions towards desirable characteristics of the administrators of Pa-Sak administrative organization at the statistical significance level of 0.05. Moreover, people who had different educational level, occupation and income had different opinions at the statistical significance level of 0.05. Therefore, the hypothesis was accepted.

          3. In terms of problems and suggestions for developing desirable characteristics of the administrators of Pa-Sak Sub-district Administrative Organization, generally, it was suggested that the administration should be performed under the rules, principles, and regulations. People should also have rights to examine administrators’ performances. In terms of participation, people should have chances to involve in the decisions on activities held in the community. Moreover, administrators should be enthusiastic to solve problems for people in the area and manage existing resources for the maximum benefits.
