The Model Development of Public Welfare Based on Buddhist Paradigm

Abstract

 The objectives of this research were : (1) to study the concept, theories and Buddhadhamma for developing the public welfare model according to the Buddhist paradigm, (2) to analyze the problems and obstacles of public welfare administration of Sangha Order at the region 15 and (3) to propose the model for the public welfare administration development of Sangha as Buddhist paradigm.

The methodology was the qualitative research and collecting data from documents and 22 key informants by in-depth-interview with structured in-depth-interview script. Data were also collected from 11 participants in focus group discussion, analyzing data by descriptive interpretation :
The Findings of Research were as follows:
1. Public welfare was one of the important tasks of Sangha to help villagers, general people according to the article 37 of 2525 Sangha Administrative Act, article 4 stating that “ facilitate appropriate conveniences in the merit making” Buddhadhamma support merit making by helping others Development of a model for public welfares of Sangha organization according to Buddhist paradigm must depend on the following Dhamma as Brammavihara 4, Rajasangkahavattu, Chakkavaddivatr, Apparihaniyadhamma, Tasapitarajadhamma, Saraniyadhamma and Sappurisadhamma etc. Monks should have a model for pubic welfares administration, that the society expected into 2 parts; material welfares and mental welfares with the objectives for sustainable social development by mental and quality of life development. according the Buddhist paradigm would cut the bondage of suffering and bring only the highest happiness to Thai society.
2. Problems of public welfares at the Sangha Administration, Region 15 at the present have four aspects as follows 1) problem of helping processes, 2) problem of others helping process for the public benefits, 3) problem of helping for maintenance of public property as the public domains and 4) problem of helping people or all kinds of animals of Sangha Administration, region 15.
3. The public welfare as Buddhist paradigm of the Sangha Administration, Region 15 focused on the administration systematically and practiced as the real public welfare and it is the importance to apply for the principle of Buddhadhamma suitably like Tisikkha, Brammavihara, Sangkahavattu etc. to use in the work systematically by having the goal of main objectives that Sangha organization should be practiced by focusing on the Sangha administration helped the people who got the suffering from many problems. To work on the public welfare of Sangha administration region 15 , should realize the direction about the people welfare in the community and society that created the relationship between monasteries and houses that it was not against the Dhamma Vinaya and laws, regulations of the country for developing the life quality of the people both materials and minds. It makes the balances of body, speech and mind to bring the happiness and growth development to monastery and community, society and country by having the monastery and monks and novices as the important leaders and to help the society for materials and minds in many forms such as mental development, life quality development, community development and locality, arts and culture preservation that will have the impact on having the happiness, calmness, brightness as the sustainable development.
