Abstract

The objectives of this research were 1) to study effectiveness of basic welfare management for female prisoners under Nakhonsawan Central Prison, 2) to compare opinion of female prisoners under Nakhonsawan Central Prisontowards the effectiveness of basic welfare management by classifying the personal factors, and 3) to study problems, obstacles and suggestions for the effectiveness of basic welfare management for female prisoners under Nakhonsawan Central Prison.

The sample was 219 female prisoners under Nakhonsawan Central Prison. The population was 509 prisoners calculated by Taro Yamane model table.  The instruments of the research were questionnaire and interviews. The statistics for the data analysis used frequency, percentage, mean, standard deviation, One-way ANOVA and Least Significant Difference: LSD.

The result of the research found that overall, the opinion of the female prisoners towards the effectiveness of the basic welfare management for the female prisoners under Nakhonsawan Central Prison was in high level (= 3.83). When considering each aspect : residence, health, clothing, foods and treatment, it was found that all aspects were in high level.

The results of comparison found that over all, the prisoners having the different age had no different opinion toward the effectiveness of the basic welfare management for the female prisoners under Nakhonsawan Central Prison. The hypothesis was denied. When considering each aspect, it was found that the prisoners having the different age had the different opinion toward the effectiveness of the basic welfare management for the female prisoners under Nakhonsawan Central Prison for the health at 0.05 of statistical significance. However, the opinion for the others was not different.

The problems and the obstacles for the development of the basic welfare management for female prisoners under Nakhonsawan Central Prison were 1) narrow beds because of a lot of prisoners in the present, 2) the stuffy training areas,            3) insufficient water for bathing and washing, 4) insufficient areas for drying the clothes in the sun, 5) insufficient toilets, and 6) insufficient clothing and blankets for the prisoners.

The suggestions and the solutions were, 1) it should have the project for enlarging the sleeping places or transferring the prisoners into the others, 2) the project for enlarging the training areas or the buildings in order to decrease the congestion, 3) the improvement of the water system, 4) the industrialized laundry system for saving the drying areas, 5) the project for increasing the toilets outside the buildings, and 6) distribute the budget sufficiently for the prisoners.
